Reece H. Dunn 1c6681e3d4 Make espeak-ng use strncpy0, etc. from libespeak-ng. 
This removes the implementation of those functions from espeak-ng
and use the versions in libespeak-ng.

NOTE: This is needed to cross-compile to Windows.
